It was supposedly an anniversary gift made by Hugh Davis in the 70s for his wife, Zelta, who is so fascinated with blue whales that she has a huge collection of whale figurines. It sits on a lakeside that used to be the couple’s private property but as time passes by and more and more people notice it, they eventually opened it to the public.
